Conferences of the Parties

 

The Conference of the Parties (COP) was established pursuant to Article 15 of the Convention. It is the governing body of the Bamako Convention and is composed of ministers having the environment as their mandate, belonging to countries that have accepted, ratified or acceded the Convention. 


 

To implement and review the Convention

 

The Conference of the Parties reviews and evaluates the implementation of the Convention. It also reviews and adopts the programme of work and budget of the Convention for each biennium.

Mandate

 

The Conference of the Parties shall keep under continued review and evaluation the effective implementation of this Convention, and in addition, shall:

(a) promote the harmonization of appropriate policies,strategies and measures for minimizing harm to human health and the environment by hazardous wastes; 
(b) consider and adopt amendments to this Convention and its annexes, taking into consideration, inter alia, available scientific, technical, economic and environmental information; 
(c) consider and undertake any additional action that may be required for the achievement of the purpose of this Convention in the light of experience gained in its operation and in the operation of the agreements and arrangements envisaged in Article 11 of this Convention; 
(d) consider and adopt protocols as required; (e) establish such subsidiary bodies as are deemed necessary for the implementation of this Convention; and 
(f) make decisions for the peaceful settlement of disputes arising from the transboundary movement of hazardous wastes, if need be, according to international law.

 

Organizations may be represented as observers at meetings of the Conference of the Parties. Any body or agency, whether national or international, governmental or non-governmental, qualified in fields relating to hazardous wastes which has informed the Secretariat, may be represented as an observer at a meeting of the Conference of the Parties. The admission and participation of observers shall be subject to the rules of procedure adopted by the Conference of the Parties.

COP1

 

Bamako, Mali - June 2013

“to prevent Africa from becoming a dumping ground for toxic wastes through an effective implementation of the Bamako Convention”

The First Conference of the Parties to the Bamako Convention took place in Bamako, Mali in June 2013. The decisions of COP 1 can be consulted on the informea web site.

The following parties to the Bamako Convention attended COP 1: Benin, Burkina Faso, Burundi, Cameroon, Congo, Democratic Republic of the Congo (DRC), Cote d’Ivoire, Ethiopia, Gambia, Libya, Mali, Mozambique, Mauritius, Niger, Senegal, Togo and Tunisia. In addition, Guinea, Guinea-Bissau, Liberia, Nigeria, Swaziland and Zambia participated as observers.

COP2

 

Abidjan, Côte d'Ivoire - January 2018

“The Bamako Convention: a platform for a pollution-free Africa”

The Second Conference of the Parties to the Bamako Convention on the Ban of the Import into Africa and the Control of Transboundary Movement and Management of Hazardous Wastes within Africa took place in Abidjan, Côte d’Ivoire from 30 January to 1 February 2018.

The conference was held from 30 January to 01 February 2018 in Abidjan, Cote d’Ivoire. While pursuing the objectives of the Convention, COP 2 has been a platform to discuss ways and means of ensuring that the continent rids itself of hazardous wastes and contribute to the achievement of a pollution-free planet.

COP3

 

COP 3 Brazzaville, Republic of Congo - February 2020 

“From Decisions to Action: Working for Africa with a Safe Chemicals and Waste Future.”

The third Conference of the Parties to the Bamako Convention on the Ban of the Import into Africa and the Control of Transboundary Movement and Management of Hazardous Wastes within Africa took place from 12 to 14 February 2020 in Brazzaville, Republic of Congo.

The Conference dealt , among other issues, on the need for a more effective implementation of the Bamako Convention in Africa by giving Parties a platform to discuss appropriate legal, administrative and other measures to prohibit the import into Africa and control the transboundary movement of hazardous wastes within Africa. Parties also discussed the new list of substances which have been banned, cancelled or refused registration by government regulatory action, or voluntarily withdrawn from registration in the country of manufacture, for human health or environmental reason under paragraph 1(d) of Article 2 of the Bamako Convention.
